Guidelines for the development and management of urban parks in cooperation with adjacent facilities and street trees (draft)

Date of Issue:2009.8
Author:Masahiko Matsue, Nobuaki Kagemoto

Urban parks not only form good urban landscapes as green and open spaces by themselves, but also contribute to the formation of good landscapes in the surrounding area by integrating with adjacent rivers, roads, and other facilities, as well as redevelopment projects. In light of this, we have collected examples of cooperation between urban parks, surrounding areas, and adjacent facilities to form favorable landscapes, and organized them into a collection of case studies that will be useful for future cooperation. In addition, using the case studies as a reference, a draft guideline was prepared for those in charge of maintenance and management of urban parks in municipalities, which outlines points to be noted for coordination at each stage and methods of coordination according to the characteristics of adjacent facilities, etc.

Date of Issue:2009.1
Author:Landscape and Ecology Division.

This document presents a survey of the road greening rate, number of road greening trees, tree species, etc., with the aim of understanding the current status of road greening in Japan. The road greening rate was calculated using the basic table by general traffic volume surveyed in the National Road Condition Survey (Road Traffic Census: as of April 1, 2005) conducted by the Road Bureau of the Ministry of Land, Infrastructure, Transport and Tourism. The survey covered general national roads, major regional roads, and general regional roads. The number of roadside vegetation trees, etc. was surveyed on roads that were in service as of March 31, 2007. The roads covered by the survey are those managed by the Ministry of Land, Infrastructure, Transport and Tourism, prefectures, municipalities, local road corporations, and expressway companies (East Nippon Expressway Company, Central Nippon Expressway Company, West Nippon Expressway Company, Metropolitan Expressway Company, Hanshin Expressway Company, Honshu-Shikoku Bridge Expressway Company).

Author:Landscape and Ecology Division.

Focusing on medium-resolution satellite data, which is available on a nationwide scale, this research was conducted to develop and organize technical methods to efficiently and effectively grasp the transition of green spaces, while confirming the accuracy and workload. In particular, the research was conducted with the aim of developing techniques to improve the accuracy to a level where the transition of individual forested areas, which have increased due to greening in urban areas, can be reliably determined. As a result, it became possible to determine the increase and decrease of green spaces with an error of less than 30% on a nationwide basis through the use of precise geometric correction and the removal of shadows.

In the environmental impact assessment of a road project on animals, plants, and ecosystems, it is necessary to consider environmental conservation measures (avoidance, reduction, and compensation) and, if there is uncertainty about the effectiveness of the environmental conservation measures, to consider a post-event investigation plan. However, there is a general lack of scientific knowledge and similar cases in animals, plants, and ecosystems, which makes it very difficult for those in charge in the field. Therefore, this time, we have developed a nationwide survey plan for environmental conservation measures and post-event investigation plans for environmental impact assessments on animals, plants, and ecosystems,I. Animal Habitat Fragmentation Measures II. Measures for Rare Birds of Prey III. Transplantation and relocation of animals and plants Consideration of road lighting facilities for animals and plants, and IV.
This collection of case studies on animals, plants, and ecosystems is intended as a reference for conducting road environmental impact assessments on animals, plants, and ecosystems, and it is hoped that this collection of case studies will be used as a reference for considering measures appropriate to each site.

In order to propose an efficient survey method for road environmental impact assessments targeting bats, a mammal species whose ecology and habitat distribution are still largely unknown, we conducted a literature review on bat ecological survey methods and conservation measures, and collected case studies of conservation in the field from 2003 to 2006. In addition, interviews were conducted with bat experts on the latest findings. Based on the results of these surveys, we compiled this document as a “Draft Guide to Bat Surveys.

Study on Design Methodology for Road Green Space - Case Studies of Good Roadside Trees

Date of Issue:2004.12
Author:Masahiko Matsue, Nobuo Fujiwara, Takuya Uchiyama

Roadside greenery contributes to the improvement of the cityscape, the roadside environment, and the sense of comfort. However, there are some areas where trees are pruned too severely due to interference with sunlight on adjacent areas or competition with other structures such as traffic signals and signs, resulting in a dismal appearance that is completely different from the original form of the trees. In the future, it is necessary to prevent such problems from occurring in the creation of green spaces.
This document is a basic document for the development of good road green space, and is based on a survey of existing good road green space, including the condition of roadside trees, road structure, and adjacent land.

We analyzed the changes in the lakeshore vegetation zone in Kasumigaura over the past 30 years and the factors that cause interlocal variation. The results showed that the lakeshore vegetation in Kasumigaura has been rapidly decreasing since around 1970. The results of multiple regression analysis indicated that the width of the submerged vegetation zone, the slope of the lake shore, waves, and the distance of the lake bank from the shoreline had an effect on the rate of decrease in the zone of abundant vegetation between points.

As a result, the IKONOS imagery was able to extract forested areas and grasslands with high accuracy, and it was possible to extract small green spaces and create a green cover distribution map. However, the extraction and distribution of agricultural lands and the classification of evergreen trees and deciduous trees were often misinterpreted.
