With regards to the 20 target systems (described in the Development Methods used for the Road Communication Standardization section), the function allocation model was constructed for each system. The purpose was to identify the communication interfaces to which the message set should be applied.
A function allocation model shows in which place each function of the system is to be allocated. In this case, the places as shown in the diagram below, are Regional Bureau of MLIT, outside road administrators, outside agencies, and offices.
The communication interfaces to which the message set is applied are represented by the red arrows in the following diagram.
