A coastal area is an interface between the land and the sea, and provides diverse environments such as sand beaches, rocky shores and tideland where natural life forms can inhabit and grow. Various endemic natural life forms that depend on particular environments inhabit respective coastal areas.

Since the amendment of the Seacoast Law in 1999, coastal conservation that balances protection, the environment, and usage has been a legal requirement. To implement coastal works in harmony with the environment, it is crucial to appropriately assess the environmental impacts and to reflect the results in such projects.
