Summary Cost benefit analysis can be effective in setting target for water quality improvement in public water areas. The effect of water quality improvement by sewage works is categorized into two items: use value such as recreation, and non-use value such as ecosystem conservation. The Contingent Valuation Method (CVM) can be used to measure the benefits including non-use value, but there are not many researches involving the benefit measurement technique in our country, and thus general application methodologies should be established. With a view to application of benefit transfer function, a CVM survey targeting water quality improvement appraisal was conducted in this fiscal year.
